Echoing Hannah here. As someone who reads subs for a magazine, the biggest reason I recommend the editors turn down a submission is because the piece isn't ready/is still in that uncertain place. I'm blessed to read so many poems that aren't ready, but are still lovely. I'm also sad that these poets didn't wait a few months or even a year to submit, because when there is that certainty (of tone, and/or in the astounding clarity of an image, gesture, structure, voice...) that's when I can say yes.
