You can also sometimes tell when people are trying to time their subs, like, "If I submit 10 seconds after the reading period opens, or an hour before it closes, and make a big deal about it in my cover letter ... I'll be at the head of the line and get extra consideration." Not so much with us, at least. They're invariably not good subs.
