Does this seem like standard rejection? This was a rejection I received for a poem I submitted in 2022 (I received response in 2022 too). The editor has a new project where you submit chapbooks, and I am debating submitting since it does have a small submission fee but I thought I should ask if that is just a standard rejection and the editor says that to everyone and the chance of being accepted is low or if I should try submitting something or not.
