I think you've got a good start, though. This is a really difficult task, especially if you want to put more nuance into it than "publishes pieces that later won awards." If I were putting together something like this, I'd start by thinking about how various reputation scores (Q score, NPS, etc.) are developed and calculated in the business world and I'd see if there's any way to get away from an arbitrary 1-6 scale.
