Lol, yeah, okay, so we'll assume it's a good story and very timely, and the author can verify that it was hit exactly 0 times (or less than 100, even). I'd still consider it a reprint, but mostly because it's not fair to the other writers. The rule must be applied consistently, or people get pissy.
