Most lit journals are volunteer run and are, if anything, a money-losing process for the people behind them. For the one I work for, people not following incredibly simple instructions is almost always an automatic rejection, even if the piece is good. I agree there can be some absolutely unnecessary barriers on publication, but if your publication isn't being respected enough to even have someone read the guideline page then the writer probably doesn't care about the work you are doing.
