Yes. Less judgement, and more "what you do, what you write, matters to us. We want your work." Every pub I've looked at submission guidelines for comes across as "we're doing you a favour, here." Ok, maybe I'm being really harsh, but that's how they come across to me. It's like they're making excuses NOT to publish my work.
