The primary function of a journal or magazine is not to provide a platform for writers to publish their work. If that's the view here, then I can understand the frustration that all publications don't publish all writers at all times. Most publications are run by people who are themselves writers, to deliver something specific to their niche of readers. That is why content, quality, and format have to be vetted, and why everything simply cannot be accepted (aside from, of course, the logistical issues involved with a publication having to accept hundreds or even thousands of submissions every reading period).
