That is a smart question. I think it boils down to having a clear editorial sense of what you want to publish, for the content side. And when that is reflected in the issues, most subs tend to more or less go in that vein. For the mechanics, not much to talk about - you pick how many pieces per submission, basic formatting details, etc. Much like any given class syllabus.
