i don't know if there's a universal answer to this. as a submitter, i usually only respond to rejections if the editors say something that warrants it; however, as an editor, it's always nice seeing people respond positively to a rejection than negatively, if they respond at all. we don't usually get a lot of responses to our rejections (though we don't use submittable specifically)
