I've seen at least one magazine do a small "accept everything" sub period, like 24 hours I think. And I know of at least one magazine who technically accepts everything, but then chooses what gets published based on complete chance (they organize it into groups, then let a dice roll choose odd or even and remove groups that end with that kind of number, etc steps like that). At least then it's not rejected based on content?
